PARTNERS Kathleen McMahon, AICP Ms. McMahon founded Applied Communications in 1994. Ms. McMahon has experience as a land use planner for both city and county governments. She has 25 years of professional experience in city planning. Ms. McMahon has a Bachelor of Arts in Urban and Regional Planning from the Universityof Illinois. In 1998, Ms. McMahon received a Masters Degree in Educational and Communication Technology from George Washington University. She has been a leader in helping rural communities complete telecommunication assessments and develop plans for acquiring broadband technologies. Strategies include actions to use this information infrastructure for economic and community development. She is Past President of the Rural Telecommunications Congress. She is a member of the American Institute of Certified Planners and American Planning Association and has a Non-Profit Management Certificate from the University of Wisconsin.
Robert Horne JR., AICP In 2007, Mr. Horne joined AppCom as a principal of the firm. He has over 34 years of experience as a land use planner including positions as Planning Director for Jackson, WY, Walla Walla, WA, Great Falls, MT and Whitefish, MT. In Walla Walla, WA he oversaw preparation of downtown plan and was responsible for codifying the downtown design standards. His various positions have required him to draft code language and to conduct development reviews for a wide variety of projects. His most recent position was as planning director for Whitefish, MT. During his tenure, the city experienced rapid growth and Mr. Horne was responsible for managing a heavy caseload including major and minor subdivisions, PUDs, zone changes and conditional use permits. He is the principal author of the Whitefish Growth Policy and has drafted development regulations, administered codes and presented projects to planning boards, city councils and county commissions. He has the ability to identify relevant planning issues and explain complex concepts to local officials.
